Horowitz Grant: $10,000, One Shot, Due Dec. 1

Most dissertation grants let you try again next year. This one does not, and that single rule should change how you spend the next 41 days. The Horowitz Foundation for Social Policy awards grants of 10,000 dollars to PhD and DrPH candidates whose dissertation research speaks to contemporary policy, with applications due December 1, 2026 at 11:59 p.m. EST, per the Columbia GSAS listing of upcoming fellowship deadlines and the Horowitz Foundation scholarship guide. About 20 grants are made a year. Since 2023, repeat applications are not permitted: you cannot apply more than once. One shot, spent whenever you choose to spend it. Here is how to decide whether this is your year, and how to build the application if it is.

The eligibility gate: four boxes, all hard

  • You are a current PhD or DrPH candidate actively working on your dissertation. Anyone who already holds a PhD is ineligible.
  • You have defended your dissertation proposal, or your department has approved your topic. This is the gate most almost-ready students fail; a proposal scheduled for December does not count.
  • Your field fits: the social sciences broadly, including anthropology, area studies, economics, political science, psychology, sociology, and urban studies, with preference for projects addressing contemporary policy questions.
  • You have never applied before. Nationality is not a gate: applicants may come from any country and any university in the world, with no US citizenship or residency requirement.

If the second box is unchecked, stop here and protect your one application for a later cycle if your timeline allows; an application filed before the proposal is defended is a shot spent on an ineligible file. If all four boxes check, the rest of this article is your work plan.

The money, stated precisely

ComponentAmountWhen
Initial award7,500 dollarsOn selection
Completion payment2,500 dollarsWhen the project is complete
Total grant10,000 dollarsWinners announced the following June
Special awards1,500 to 5,000 dollarsAdditional, at the Trustees' discretion

The split matters for budgeting, as the USA Scholarships summary of the 2026 grant notes: plan your fieldwork against the 7,500 you will actually hold, not the 10,000 in the headline. Applications are judged on merit across feasibility, applicability, originality, methodology, and whether the work is theoretically informed or empirically rich, plus your letters of recommendation. And the deadline applies to your recommender too: an application without a completed recommendation is not reviewed at all, which makes your letter writer a deadline risk you manage, not a detail you hope about. If you need a refresher on asking well and early, our guide on how to ask for letters of recommendation is the version I send students.

A budget template you can copy

Reviewers fund plans, not wishes. Sketch the 10,000 dollars like this, with your real figures in the right column:

Chart of a 41-day workback plan to December 1 2026 A 41-day workback from October 21 to the December 1, 11:59 p.m. EST deadline. The recommender gets a full draft with two weeks to spare. Source: author's plan; Horowitz Foundation listings via Columbia GSAS.

The 41-day workback

Days 1 to 4: confirm the proposal-defense box in writing from your department, choose your recommender, and ask, with the December 1 recommender deadline stated in the ask itself. Days 5 to 16: draft the project statement around the policy payoff, one paragraph on the question, one on the method, one on what changes if you are right. Days 11 to 24: your recommender holds a complete draft, not an abstract and a promise. Days 25 to 41: revise, reconcile the budget table against the narrative line by line, and submit days early; an 11:59 p.m. EST deadline is not a suggestion to start uploading at 11.

Set this plan next to the other fall deadlines rather than instead of them: the Jane Street Graduate Research Fellowship closes November 13 for a different field list, and the GEM Fellowship shares that date. Horowitz is the rare one that is smaller, later, and absolutely single-use. Spend it on the strongest version of the dissertation you will ever describe, or do not spend it yet.
